Sitemaps aren't enough
Google may discover URLs from XML sitemaps, but internal links distribute authority and confirm relevance. Matrix pages like /locations/denver/business-automation must be linked from parent hubs.
Build visible hub grids
On every location page, list all service combinations. On service pillar pages, link to top markets. Footer and nav should point to /services, /locations, and /industries — not hash anchors.
Cross-link collections
Connect industries to case studies, glossary terms to service pages, and blog posts to commercial landing pages. Topic clusters compound over time.
